We are excited to announce the following well-deserved promotions within our ranks at the LCSO:
Kevin Kirkland has been promoted to the rank of Deputy Chief of Administration. Deputy Chief Kirkland was previously assigned to the Criminal Investigations Division. His dedication and leadership as a Sergeant Detective have been exemplary, and we look forward to his continued service in this new, vital role. Chief Kirkland holds an Associate Degree from Roane State Community College, is a 2017 graduate of the Knox County Sheriff’s Office Basic Police Academy and is a 2023 graduate of the Tennessee Bureau of Investigation State Leadership Academy.
Chief Kirkland fills the open Deputy Chief position that was vacated by Retired Deputy Chief Rick Baker. We want to extend our sincere appreciation to Chief Baker for his dedication and years of service to the LCSO and Loudon County Community.
Bryan Talbott has been promoted to Sergeant Detective in the Criminal Investigations Division. Sergeant Detective Talbott was previously assigned to the School Resource Officer Division and worked as a Crime Scene Investigator. Detective Talbott has shown exceptional skill and commitment in his duties, and we are confident he will excel in his new position. Talbott is a U.S. Military veteran and graduate of the University of Tennessee’s National Forensic Academy.
Clay Jenkins has been promoted to the rank of Patrol Corporal. Corporal Jenkins was previously assigned to the Narcotics Division as an Investigator. Corporal Jenkins has consistently demonstrated his dedication to protecting our community, and we are excited to see him take on this new challenge. Corporal Jenkins is a 2018 graduate of the Cleveland State Police Academy.
